RULES and REGULATIONS

GENERAL RULES
The South Carolina State Fair General Rules and Regulations shall apply.

ELIGIBILITY REQUIREMENTS
Exhibitor must be a resident of South Carolina.

ENTRY REGISTRATION
Registration is required during the Open or Late Entry Registrations Periods.
        Register by the preferred method by using the Online Entry System
        You may also register using a current South Carolina State Fair Official Entry form.
            Home and Craft form.
            The Home & Craft Department is divided into ten (10) Divisions. Exhibitors submitting a
            'hard copy' Home & Craft entry registration form must include the Division Code along
            with the Section Number, Class Number and Class Description.
            The Home & Craft Department Divisions are coded as follows:

ENTRY REGISTRATION CONFIRMATION
Online entry registrations are automatically confirmed at time of submission.
Exhibitors who postal mail their entry registrations and desire a confirmation must include a
self-addressed, stamped business size envelope.
Please do not telephone the Fair or Entry Office.

LATE ENTRY REGISTRATIONS
Must be accompanied by a Late Fee of $25 per exhibitor.
Late fees may be charged to a major credit card (MasterCard or Visa) or money order. Checks will not be accepted during the Late Entry Registration Period.
Absolutely no entries will be accepted following the close of the registration period.

ENTRY TAGS
Entry tags and claim checks will be mailed to Exhibitor within ten (10) working (M-F) days of receipt of entry. In the event entry tags are not received within ten working days, telephone the Entry Office at 803.799.3387. After verification of receipt of the entry registration form and correct mailing address by Entry Department personnel, duplicate tags will be printed and held until delivery of exhibit(s).

LIMITATIONS REQUIREMENTS
An Exhibitor may register only one (1) article per class. Entering multiple articles in the same class
will result in disqualification of all articles. No entry having previously been shown at the Fair and
having received a premium may be entered. Entries will be displayed at the discretion of Fair
Management. Any registered entry entered erroneously, may be transferred to the proper class
prior to judging only at the discretion of the Department superintendent. If such classes have
been judged, they shall not be judged again. Fair Management reserves the right to disqualify any
entry found to be unsuitable for public exhibition.

REQUIREMENTS
Entries must be the sole work of the exhibitor, except as listed for Group classes, and completed within the last three (3) years.All Baked Goods and Special Baking contest entries must be prepared and intended for human consumption.All framed entries must have wire hangers.

PROFESSIONAL VS AMATEUR DEFINED
A Professional Exhibitor is defined as anyone who has earned more than $1,000 during a calendar year either by selling their items, teaching the subject, doing extended exhibiting, or involving themselves in other professionally related activities in a capacity that would give the entrant unfair advantage over a hobbyist. Unless otherwise designated as a Professional section, all classes should be entered by Amateurs.

JUDGES DECISION FINAL
The judges have sole discretion in deciding which entries receive ribbons based on their assessment of the quality of craftsmanship displayed by the exhibitor. This may result in the awarding of several first or second place ribbons in a class or the awarding of NO first or second place ribbons in a class. Decisions of the judges are final!

UNCLAIMED ENTRIES
Neither the South Carolina State Fair nor the Home and Craft Department staff will be responsible for any entry not claimed by the end of the second release date. Unclaimed entries will become the property of the SC State Fair and will be donated to charity.

CANNING RULES & REGULATIONS
1. The Home and Craft department General Rules and Regulations shall apply.2. Canned entries must be canned in this calendar year.3. No canned entries should be re-entered in the Fair.4. Standard unlabeled canning jars are mandatory.5. Fruit and vegetable entries must be canned in pint jars.6. Jam, Jelly, Catsup, Relish and Sauce entries must be canned in 1/2 pint jars.7. Canning jars must have jar rings and be sealed8. Jam, Jelly, Preserves and Marmalade entries must be heat sealed (no paraffin).9. Canned entries are judged on appearance only. It is not customary to open canned entries.10. Bread and Cakes in jars will not be accepted.

Headspace is the unfilled space above the food in a jar and below its lid. FOOD RULES & REGULATIONS
1. Home and Craft Department General Rules and Regulations shall apply. 2. Management reserves the right to remove any food exhibit that becomes unsuitable for exhibition.3. Should a specific number of items be required for an individual exhibit, you will find on the Premium List the number in quotation marks next to the Class Description., i.e. Cookies (6). 4. Biscuits, Breads, Candy and Cookies will be transferred at time of delivery to a uniform plate provided by the Home & Craft staff for display. 5. Decorated cakes must not be over 32"; in height, 32"; in width (including base) and 22"; in depth.6. Decorated cakes may be constructed using either forms or cake.7. Decorated Cakes may be placed on trays or either suitable device.8. Cakes in Section 0305 must be placed on 10" cardboard squares only.9. Pie crusts must be 8" or 9" standard size and must be made from scratch.10. Cheesecakes must be 8" or 9" standard size. 11. The Home and Craft Department General Rules and Regulations shall apply.Quality of workmanship is the first consideration in judging.All stitching should be neat with no puckering.Both sides of the article are judged; however, framed items will not be removed from their frames.Only clean, properly pressed articles will be judged and displayed.Name must be securely covered by sewn material or heavy tape.Quilts must be made entirely by exhibitor, with exception of group classes, and completed within the last three years.Quilts must be clean and in good condition.The quilt measurements in some classes refer to the perimeter of the quilt.Perimeter refers to the measurement around an object.Perimeter is obtained by measuring the length of each side of an object and then adding all of the lengths together.Articles must be completed and pictures ready to hang.Picture wire and screw eyes must be used since saw tooth hangers will not work on peg board.

CRITERIA FOR JUDGING EGGERY
Overall Effect:
     The total composition should be pleasing and interesting - the products of all elements together;
     i.e., intensity, value, color scheme, center of interest area, and light source.
Color Management:
     The use of color scheme, color repetition, tints, accents, warm and cool colors.
     Pleasing color balance, repetition of flow of colors throughout the painting, which allows the eye
     to travel through the painting.
Value Control:
     How light or dark an object is overall or the change from light to dark within an object, which
     creates form. Lack of value control makes for distractions and/or flat objects.
Intensity Control:
     The brightness or dullness of a color or objects.
Stroke Control:
     Strokes must be pulled with consistency, show flow and control. Comma strokes should have
     nicely rounded beads flowing into well-tapered tails.
Blending Skills:
     A graduation of values from light to dark, should be smooth without blotches or visible value
     lines. No over or under blending apparent.
Line Work or Details:
     Should be controlled and consistent, showing evidence of practice and attention given to details.
Background:
     Needs to support and enhance the overall composition. Good use of color scheme, cast shadows
     and light areas from light source and antiquing.
Neatness:
     Should have an overall neat appearance with no evidence of tracing lines (except watercolor),
     misshapen objects or evidence of clean up or untidy edges.
Finish:
     Should provide adequate protection for the painting without impurities and be skillfully applied.
     The back of objects should also be finished.
EGGERY GUIDELINES
Beaded and Jeweled Eggs:
       Two-thirds (2/3) of the outer eggshell must be beaded or jeweled.
       Work should be neat and clean with no visible glue.
       Rows must be straight; no beads loose or missing; no string visible.
       Beads should lay flat against the shell and be smooth and even.
       Degree of difficulty is determined by size and type of beads/jewels and pattern in which they
       are applied.
       Larger beads cover more space and generally are considered less difficult than smaller beads.
       Fused beads and rhinestone chain are considered far easier to apply than strung beads or
       individual crystals and this should be taken into account when judging the eggshell.
       Various beads and/or jewels may be used.

Diorama Category (Scenes):
       Egg should focus on a three-dimensional scene built within the shell.
       May have any number of openings, with or without doors.
       Should have a background, midground and foreground.
       Glitter does not count as a dimensional component.
       Unique and intricate eggs should earn more points.
       No glue should show and all blow holes should be properly covered.
       Figures should be in proportion to each other and in proportion to the egg shell used.
       Exterior design should tie in with the interior design.

Hand Painted Category:
       An egg on which a design is created by hand using a paint medium.
       The artist must paint the image freehand. Tole and one-stroke usually not allowed in this
       category.
       Judged on the ability to create depth, shadow and distance as well as proper color coordination.
       A coat of paint applied to the shell is not considered "hand painted".
       At least one-third (1/3) of the outer shell should be painted with the design.

Hinged, Jewelry Boxes:
       The above applies as far as beaded, jeweled, diorama or hand-painted.

Christmas:
       Christmas category rules would apply under diorama or hand painted category.

MINIATURE DISPLAY RULES & REGULATIONS
The Home and Craft Department General Rules and Regulations shall apply.Kits are acceptable with exception of Unfurnished Houses - Class 6002.All miniature furniture and accessories must be secured prior to judging.After a panel of judges has reviewed (juried) all entries, persons having entries "juried out" will be notified by telephone so they may claim their entry.There is a possibility of four (4) houses, four (4) scenic displays and five (5) room boxes or container of choice, being chosen for judging in the 2015 SC State Fair.Entry into these classes does not guarantee the exhibitor an automatic place in the competition. Please keep in mind that display of structures may be different than in the past, as we do not have the same designated space each year.Displays, Houses, Boxes, Containers and their contents must be made of non-edible material.All entries must have been completed within the last three (3) years.
